Lights are always used symbolically in literature, and even though most people are unaware of it, in the etymology of common derogatory phrases used in everyday life i.e. "he is a dimwit" or "she's home, but all of her lights aren't on". However, I see people all of the time who fall within "normal" functioning parameters, but whose spirits are so corrupted they not only don't shine with an inner light, but are virtual black holes walking around in human form. A lot of times they frown at me and my son when he is having a difficult time in public places. To hell with them.

Visually in this song, I tend to mentally picture the scene in Tolkien's The Two Towers of the Dead Marshes, with the floating corpses holding little candles. Frodo was mesmerized by the sight, only to be saved by Gollum who basically told him "knock off the crap and get back to work, or else you'll join them and hold a little candle of your own".
